action without knowledge. Yet observation of the Internet phenomenon is
still in its infancy:

What is the real nature of this penetration?

What turnover is associated with the use of the Internet?

What are the obstacles?

What are the consequences of these obstacles?

What changes has the Internet brought about in business structures?

How have professions changed?

What sort of profile do new business creators have (age of
the creators, professional profile, etc.)?

International comparisons: the role of bodies, opinion poll
private agencies ( Médiamétrie, etc.), the role of research
centers (sociological development of the businesses and definition of pertinent
indicators) and the role of the public authorities?
Hence the public authorities need to improve
their monitoring of the Internet phenomenon.
