MD10 TERMS OF REFERENCE
The Group will:
- 1 - Ascertain the EDIFACT message requirements in the domain of social protection and employment.
- 2 - Liaise with:
- 2.1 the other EDIFACT message development groups to ensure compatibility of the various UNSM, their data elements and segments;
- 2.2 the technical assessment group to ensure standard structuring of messages and segments;
- 2.3 the maintenance group to ensure acceptability and compatibility of proposed change requests;
- 2.4 the promotion and documentation group to ensure that information is kept up to date;
- 2.5 the other rapporteur advisory and support teams where there are similar responsibilities
- 2.6 the social and employment organisations, the professional organisations, the Directorate and CE authorities (DGV, migrant workers commission, article 50 working groups....) to ensure that their needs be taken into account in the UN messages.
- 3 - Establish and maintain a work plan agreed with the EDIFACT Steering Committee.
- 4 - Be responsible for the development of UN messages in the social and employment area which comprises the following domains:
- - Social prevention
- Health insurance in liaise with the health care message development group
- Family
- Old age pension
- Disability allowance
- Unemployment
- Credit management
- - Relations between Social Organisation and companies
- Mandatory statements
- Contribution recovering
- - Standardisation of the use in the whole domain of media such as smart cards
- - Employment policy
- - Labour market
- - European social foundation.
- 5 - Evaluate message requests received from the other groups.
- 6 - Make recommendations for new or revised data elements (including qualifiers and codes) and segments.
- 7 - Encourage, in relation with other related message development groups, the development of pilot project to test/trial proposed UNSM.
- 8 - Be responsible for the progression of all developed UNSMs and associated segments, elements and codes, through the relevant procedure as approved by the UN/ECE and the EDIFACT BOARDS.
