Its origin
The Network of Innovation Relay Centres (IRC) was founded by the European Commission Innovation / SME's Programme in 1995 (in 1993, under the Value Programme).
Its covering area
The network spans the EU, Iceland, Norway, Switzerland and Israel with " twinning " arrangements extending it to some Central and Eastern European Countries. Each IRC covers one or several regions.
Its clients
The network is a service for companies, especially for Small and Medium-Sized Enterprises (SME's). Universities, research institutes, technical centres may also benefit from its services.
Its mission
The goal of the IRC's is to promote innovation, to encourage exchange of research results between organisations across Europe, and to provide advice, consulting and training support which meets the specific needs of each company and their local industrial situation.
The first priority is to help companies identify technology needs, identify suitable technologies to match these needs and to assist them in technology transfer negotiations thus favouring inward innovative technologies.
On the other hand, local industry is helped in the identification of suitable technologies eligible for transfer to other regions or industries thus building an optimal valorisation of local technological progress.
The efficiency of the network
as " technology broker " is reflected in the growing numbers of formalised
partnerships following its intervention.
THE IRC FOR THE FRENCH

The Northern France IRC is an initiative of Regional Councils and was founded in 1993. The IRC is financially supported by the European Commission (Innovation Programme) and by the Regional Councils of Haute-Normandie, Ile-de-France and Picardie.
As most IRC's, this IRC is a consortia consisting of a co-ordinator (leader) and some partners thus ensuring easy accessibility with enterprises. The Northern France IRC is formed by :

PRESENTATION AND OBJECTIVES
This catalogue supports the technological opportunities detected by the Northern France IRC on the regions of Haute-Normandie, Nord-Pas de Calais, Ile-de-France and Picardie.
It is regularly edited with the main aims of promotion and partnerships.
The organisations that are at the origin of these technological opportunity offers, research results or know-how at the European level or, on the other hand, requests of innovations or competencies.
The proposed or searched partnerships are various: licence or know-how agreement, technical assistance, technological co-operation (R&D, industrialisation, manufacturing programmes...), industrial franchising, joint venture, subcontracting (with transfer of know-how)...
The contacts are mainly limited
to the IRC with the goal of optimising and organising future direct relationships
between potential partners.
