My name is David R. Leffler. My Ph.D. is in a new field of military art and science called Consciousness-Based Military Defense. I am deeply concerned about the safety of all countries of the world. The recent events make it clear that using violence to quell violence is both dangerous and unpredictable. Violence does not create peace, and negotiations have not created lasting world peace. These approaches have not worked because they do not address the underlying cause of violence: the tension and negativity that is boiling up in many areas of the world. National leaders seem to be unable to think clearly about creating peace because world consciousness is currently under great stress. As you know today the possession of ever-more-powerful destructive weapons by terrorists or small factions in countries all over the world poses a great threat to thousands of innocent people. It is likely that these threats as well as others, prompted President Joaquim Chissano to implement a consciousness-based system of defence in Mozambique. Extensive research indicates that consciousness-based military defence effectively eliminates such threats. I have co-authored a paper describing all the scientific research conducted on this defence system prior to Mozambique's deployment. It has been accepted for publication and it is available on the World Wide Web at: http://www.mum.edu/m_effect/leffler There are other pages on this web site that provide more information explaining how the military could create ideal government using this non-lethal defense technology. In the past, I have lectured on this human resource-based technology at defense related institutions in Moscow such as the Russian Air Force Academy about this scientifically tested, solution to the prevent and end conflict and create ideal government.
