The courage of the French is second to none. Considering this, I'm unable to comprehend why, such a great nation, would resort to testing of nuclear weapons. Your nuclear power program is an example to all of how a clean, effecient power generation system should be run. But to take that healthy use of the atom into a weapon seems to defy my understanding. Please, consider your need for nuclear testing and it's affects on the ecology. Perhaps there is a consideration that I am not aware of that, somehow, can justify the need of such a civilized nation to resort to weapons not unlike the poison gas of the First World War. If so, I would be open to your thoughts. Please, please let me know. Sincerely, Joseph A. Giebel
